Is it inconsiderate when giving a gift to a family member ....?

Eh, every one is different but this would not bother me in the slightest. A gift is a gift and is optional, and if the person really felt you were not worth the time or effort, the likely outcome would be not gift at all. Your "saving face" theory is odd since if a person were really as indifferent as you seem to think, saving face would be a non issue. Only you know what the demeanor of the gifter is in other regards, but in my mind, what you describe would not be an issue.
