My cello bow wont tighten enough?

i have a carbon fiber bow and recently had it rehaired. i can tighten and loosen the bow easily, but i cant tighten it enough. it will tighten smoothley but then it will immediatley stop turning and the hair will still be to close the stick. so when i play forte the hair is touching the stick. also when i play, the stick wobbles and makes it harder to keep steady. are these problems related to each other?
