What is this poem (below) referring to?

I think that the wolf, which is viewed as the traditional enemy of man, is here depicted as a thing of one's nightmares and ociated with a raging storm outside the house which kept people awake. The wolves here are a metaphor for the howling wind. I was once in a very severe hurricane (Ivan) where the sound of the wind was horrendous: it howled demonically and was full of ill-will. I had never heard anything like it before and don't want to hear such a thing again.
